ଆଜି ୨୬ ଫେବୃଆରି ୨୦୧୫ , ଅପରାହ୍ଣରେ କେନ୍ଦ୍ର ରେଳ ମନ୍ତ୍ରୀ ଶ୍ରୀ ସୁରେଶ ପ୍ରଭୂ ସଂସଦର ମିଳିତ ଅଧିବେଶନରେ ରେଳ ବଜେଟ୍ ୨୦୧୫ - ୧୬ ଉପସ୍ଥାପନ କରିଛନ୍ତି । ଚାଟାର୍ଡ଼ ଆକାଉଁଟାଣ୍ଟରୁ ରାଜନେତା ହୋଇଥିବା ଶ୍ରୀ ପ୍ରଭୂ ତାଙ୍କର ପ୍ରଥମ ପୂର୍ଣାଙ୍ଗ ରେଳ ବଜେଟରେ ଯାତ୍ରୀମାନଙ୍କ ସୁବିଧାସୁଯୋଗ , ସୁରକ୍ଷା ଉପରେ ଧ୍ୟାନ ଦେବା ସହ ରେଳଗାଡ଼ିର ବେଗ ବୃଦ୍ଧି ପାଇଁ ପ୍ରସ୍ତୁତି ଉପରେ ଜୋର୍ ଦେଇଛନ୍ତି । ରେଳ ବଜେଟର ମୁଖ୍ୟାଂଶ ତଳେ ଦିଆଗଲା :- ୧ .  ପ୍ରଥମ କରି ରେଳ ବଜେଟରେ କୌଣସି ନୂଆ ଟ୍ରେନ୍ ପ୍ରଚଳନର ଘୋଷଣା ହୋଇନାହିଁ । ୨ .  ପ୍ରଥମ ଥର ପାଇଁ ରେଳବାଇରେ ପ୍ରଯୁକ୍ତି ବିଦ୍ୟାର ପ୍ରୟୋଗ ଉପରେ ଏକ ସ୍ପଷ୍ଟ ନୀତି ପ୍ରଣୀତ ହୋଇଛି ।   ଆଧୁନିକୀକରଣ ଓ ପ୍ରଯୁକ୍ତିଗତ ଉନ୍ନତିସାଧନ ଉପରେ ନୀତି ପକ୍କା ହୋଇଛି । ସୂଚନା ପ୍ରଯୁକ୍ତି ( ଆଇଟି ) ର ବ୍ୟାପକ ପ୍ରୟୋଗ ଉପରେ ବଜେଟ୍ ଉଦ୍ଘୋଷଣା କରିଛି । ୩ .  ଯାତ୍ରୀ ଭଡ଼ାରେ କୌଣସି ବୃଦ୍ଧି କରାଯାଇ ନାହିଁ । ଯାତ୍ରୀ ଭଡ଼ାରେ ଦିଆଯାଉଥିବା ରିହାତି ଅନ୍ୟ ଦେଶ ତୁଳନାରେ ଅଧିକ ହୋଇଥିବା ବେଳେ ମାଲ୍ ପରିବହନର ଭଡ଼ା ବୃଦ୍ଧି କରି ତାହାକୁ ଭରଣା କରାଯାଉଛି । ତେଣୁ କୋଇଲା ଓ ସିମେଣ୍ଟ ଭଳି ସାମଗ୍ରୀର ପରିବହନ ଭଡ଼ା ବଢ଼ାଯାଇଛି । ୪

In a group post of recent past, I have suggested to restructure departments meaningfully and create (1)Housing Department, and (2) Road Development department in Odisha. In the context of Disaster prone coastal Odisha, the suggestion has prime importance. To minimize the administrative costs of new departments and serve meaningfully from a single window, some drastic changes required in Odisha governance reform."Housing" should be detached from Urban Development dept and likely"Disaster Management" from Revenue dept. Then both should be merged and form "Housing & Disaster Management" department. In many of the states, Disaster Management is a special department. Odisha is a coastal and disaster prone state and HOUSING sector is more vulnerable to various natural (Phailin in Ganjam) and man-made (Riot in Kandhamal) disasters . Since FY 2012-13, Odisha Government has increased the number of departments from 38 to 40. The 2 new departments created are (1) Employment & Technical Education and Training (ETE&T) Department with allocation of Rupees 181.47 crores, (2) Micro, Small and Medium Enterprises (MSME) Department " with the allocation of Rupees 52.50 crores only.  The vision of the first department is to equip with the youths with marketable skill sets in the context of rapid economic growth. In addition, one million youths would be provided placement linked skill training during the 12th 5-year plan. CM Naveen Patnaik is the first minister of new department ETET since 10th Feb 2012, and Mr Raghunath Mohanty is the first minister of another new department MSME since 10th Feb 2012. Now-a-days many android phone users use the inbuilt unlock pattern for security of their phones. e-Office is set to make government offices more efficient and transparent to minimizing the paper work. The tech-savvy Prime Minister Narendra Modi has issued instructions to the ministries to fast-track adoption of e-Office to phase out the use of paper. Therefore, the officials would be trained to operate eFile to ensure effective and transparent inter and intra-government processes. The software is designed by National Informatics Centre (NIC). e-File is an integral part of e-Office, which is a file tracking system designed to make government departments paperless by scanning, registering and routing the inward correspondence attachment, draft for approvals and movement of files as well as receipts. Once the officials are trained and the system is in place, we will ask the states to send proposals and other documents through the file-tracking channel. It is now in the fast-track mode after the ‘directive from the top’ in 3rdweek of June 2014. 400 staff in the rural deve
