I would like draw kind attention of our Prime Minister Mr Narendra Damodar Das Modi on the subject, who is interested to promote a Digital India : (1) We acknowledge the Right to Information , Right to Education  enacted by UPA-2 governemtn. But yet we are waiting for  Right to Communication to complete the Right to IEC . It can be understood mainly in two forms - One is Road Communication and other one is Telecommunication. However we have focusing on Telecommunication here. (2) Last NDA Prime Minister Mr Atal Behari Bajpayee has achieved the road communication better. However could not achieve better telecommunication. I remember he said that MOBILE COMMUNICATION IS JOINING HEARTS. (3) But Mobile phones are not allowing our mobility across the nation with ease due to barriers like Roaming protocols.
